 “The assembly embraced all male citizens over the age of 18, a group of probably about 43,000 in the 440s; but a quorum of only 6000 seems to have been needed at its sessions.  These were held several times a month on the slopes of the Pnyx north of the Acropolis.  Since women, slaves, and foreigners were excluded, a very small part of the 300,000-odd residents of Attica determined public policy.”
